Le 13 novembre dernier, la session plénière du Parlement européen a approuvé le protocole d’application de l’accord de partenariat dans le domaine de la pêche durable entre l’Union européenne et la République du Sénégal[1], qui donne accès aux eaux territoriales sénégalaises aux navires espagnols, portugais et français pour la pêche au thon et au merlu, le plus souvent pour une période de 5 ans[2] Il s’agit du renouvellement du protocole qui a été signé en 2014, suite à la suspension du précédent en 2006[3] La troisième disposition du protocole indique que l’Union européenne et la République du Sénégal ont signé un accord sur la pêche durable.
Selon sa troisième disposition, l’accord autorise 28 thoniers senneurs congélateurs, 10 canneurs, 5 palangriers et 2 chalutiers à pêcher. À titre de compensation financière, l’UE verserait 3,05 millions d’euros par an au Sénégal.
Jusqu’à présent, on pourrait croire qu’il s’agit d’un accord commercial comme les autres. Toutefois, la compensation financière prévue par l’UE n’est ni équitable ni juste, en particulier pour ceux qui se consacrent exclusivement à la pêche. Pour les senneurs, la tonne de thon varie selon l’espèce et la taille. Les prix varient entre 800 et 1 500 euros. Pour les canneurs, les prix vont de 1100 à 1800€. L’accord évalue le kilo de thon à 111 FCA, ce qui, en euros, équivaudrait à environ 17 centimes d’euro. [4]
De même, un autre média sénégalais se faisant l’écho de cet accord déloyal indique qu’en Europe, un kilo de thon est vendu 30 €. Comme l’accord autorise la pêche jusqu’à 10 000 tonnes par an[5], cela ferait un total de 10 M de kilos. Si chaque kilo est vendu à 30 euros, on parle d’un bénéfice de 300 millions d’euros. Comparé aux 3,05 millions d’euros que l’UE va payer, cet accord n’est guère « gagnant-gagnant » ; il s’agit plutôt d’une affaire fructueuse pour les navires européens qui ne vont pas payer le prix réel du produit. Les pertes ne seront pas seulement économiques, mais aussi humaines. Les personnes qui vivent de la pêche sont obligées de naviguer sur de plus longues distances pour pouvoir pêcher, et même dans ce cas, la quantité qu’elles peuvent attraper est considérablement réduite par des accords comme celui-ci. Le fait que de nombreuses personnes ne puissent plus subvenir à leurs besoins et à ceux de leur famille les oblige à fuir leur pays à la recherche d’une situation meilleure.
Le Sénégal a appelé à une journée de deuil le vendredi 13 novembre pour la mort et la disparition de plus de 400 jeunes en mer. Le 24 octobre, au moins 140 personnes sont mortes au large de Mbour. Alors que le gouvernement sénégalais est critiqué pour son inaction face au « manque de perspectives » latent des jeunes qui sont contraints de tenter de rejoindre l’Europe, le gouvernement lui-même affirme que le manque d’emploi est l’une des raisons possibles qui poussent les jeunes à prendre la mer, mais ce n’est pas la seule. [7] Aujourd’hui, le même gouvernement qui prétend que le chômage n’est pas la principale raison de la migration n’hésite pas à signer des accords par lesquels la situation économique de tout un secteur, et la principale source de subsistance de nombreuses familles, sera gravement compromise.
